Background & Challenge

The Government of The Gambia, through the GPPA, faced a major obstacle in operationalizing its e-GP ambitions: the absence of a regulatory framework despite the enactment of the Public Procurement Act of 2022. Without modern and enabling regulations, efforts to implement a digital procurement system aligned with international standards stalled. This limited progress on transparency, accountability, and efficiency.

Our Approach

  • Legal Gap Analysis: Conducted an in-depth review of The Gambia’s 2022 Procurement Act to identify regulatory gaps and align with digital procurement principles.
  • Benchmarking: Used global e-GP best practices to shape regulations that met international standards while remaining contextually grounded.
  • Stakeholder Consultations: Engaged a wide spectrum of actors, including legal experts, procurement officials, and the private sector, not just to gather input but to build cross-sector ownership of the regulations.
  • Technical Alignment: Reviewed the e-GP system’s functional and technical specs to ensure the legal framework supported current and future digital operations.
