Background & Challenge

While Rwanda’s Umucyo system already enabled access to procurement data, the RPPA sought to enhance transparency and global alignment by adopting the Open Contracting Data Standard (OCDS). The goal was to make procurement data more structured, accessible, and interoperable.

Our Approach

  • Stakeholder Consultations & Data Review: Engaged RPPA and partners to assess data needs, usability, and alignment with transparency goals.
  • Data Transformation: Extracted and restructured Umucyo procurement data to meet OCDS standards for open, accessible information.
  • Web Interface & Dashboards: Developed a public-facing portal with interactive dashboards and bulk download functionality.
  • Capacity Building: Trained RPPA’s technical team to maintain the system independently and ensure long-term sustainability.

Outcome

This project established OCDS-compliant access to e-procurement data, enhanced transparency and accountability, supported compliance with international disclosure standards, and empowered stakeholders with reliable procurement data.
